covid-19 guidance

COVID-19 Reference Information

With respect to the COVID-19 pandemic, your athlete's safety is our #1 priority.

We are following Oregon State Health Authority guidance in addition to any county or rink-specific rules.  Currently, masks are mandated in all indoor areas by the State of Oregon. You can find the latest guidance here.

If you have any questions, please contact us at [email protected].

RCHC Documentation - Last Updated 2/18/2022
Keeping our players and families safe is Rose City Hockey Club’s top priority. To that end, we’ve documented our RCHC COVID-19 protocol with the information we have gathered to-date.

Hierarchy of safety measures (i.e. group below must meet criteria of the group(s) above and can be tighter):

1. Oregon State guidance via the Oregon Health Authority (OHA)
2. USA Hockey
3. Rinks
4. RCHC

1. State of Oregon:
  • As of 11/1/2021, under current Oregon State Health Authority guidelines everyone must be fully masked when indoors or outdoors in areas of high congestion.  This is true regardless of vaccination status.  Individuals actively playing or practicing for a sport are exempt from mask requirements.  Off the ice, players and all spectators must be fully masked.

2. USA Hockey
  • Follow the organization's latest guidelines at https://www.usahockey.com/page/show/5902638-covid-19-updates.
  • As USA Hockey continues to adapt to the coronavirus situation, the safety of participants always remains the organization's top priority. Medical experts have confirmed that with taking appropriate precautions, it is indeed safe to play hockey today.
  • Strategies For Mitigating COVID-19 Risk: USA Hockey continues to strive for the safest environment for all of its players, coaches, officials, and fans. Medical advisors recommend vaccination against COVID-19 for all eligible players, coaches, officials, and staff; but this decision remains a personal choice.

3. Rinks
  • Sherwood Ice Arena
  • Winterhawks Skating Center
  • The Rink Exchange (Eugene)

4. RCHC
  • In addition to following the Oregon State guidelines, USA Hockey guidelines, and rink guidelines above, we will do the following:

Overall Decision Making & Communication:
  • Determining and documenting COVID-19 protocols will be added to the core responsibilities of the RCHC BOD President.
  • In addition, the President will invite parents and coaches to provide input to COVID-19 protocol.
  • The RCHC BOD will review and approve RCHC COVID-19 protocol key updates and changes.

Preventative measures:
  • All players must bring their own water bottles and any other personal items as we will not be sharing water bottles.
  • Anyone (coach, player, parent) traveling out of the country must have a negative COVID test before participating in any portion of any Rose City activity, this is regardless of whether they are fully vaccinated - due to the risk of COVID variants.
  • All players/coaches/parents/anyone being present at any indoor activity must leave contact information with either the coach, camp director, or volunteer directed by Rose City
  • Players should not attend practice or games if they develop any signs of illness, including fever, chills cough, shortness of breath, sore throat, fatigue, muscle aches, abdominal pain, vomiting or diarrhea.  Keeping in mind that symptoms of COVID can be mild in kids, any player with any illness is encouraged to see their physician and be tested for COVID before returning to the ice.  No one likes to miss practice, but if we all agree to keep our kids home when they are sick, we can prevent repeated cycles of illness, testing, and cancellations.

Reactive measures:
  • What to do if a Coach sees player who exhibits symptoms:
    • Player will be asked to leave the rink. Practice coach will help ensure affected player connects with parent.
  • What to do if a player exhibits symptoms:
    • If a sick player has a negative covid test, they may return to the ice when they have not had fever for at least 24 hours without the use of fever reducing medication AND their other symptoms have improved.

    • While a player is out with illness and covid results are pending, the rest of the team will continue to practice as scheduled. If a player’s covid test then comes back positive, it is important to take steps to prevent an ongoing outbreak among the team. With one positive player, it is possible that others on the team may have asymptomatic infections or develop symptoms in the coming days.
  • What to do if a player is exposed to someone who has COVID-19:
    • Vaccinated Players: The most recent CDC recommendations state that if you are vaccinated and exposed to someone who has Covid, you do not have to quarantine. Exposed vaccinated people are advised to be more vigilant for any signs of illness and consider wearing a mask around other people, but other than that the CDC no longer requires quarantine.

    • Unvaccinated players: Players who have not been fully vaccinated and are exposed to Covid do still need to quarantine. Fully vaccinated means 2 weeks have passed from completing 2 doses of an approved mRNA vaccine or 1 dose of J&J vaccine.

  • What is the quarantine period?
    • If an unvaccinated player has close contact/ exposure to a covid positive case at home, school, hockey, or in another activity, they must quarantine.
    • For exposed unvaccinated people with no symptoms, the safest quarantine period is 14 days. However, the most recent CDC quarantine recommendations give the option of a shorter quarantine which allows a quicker return to life/ activities with only a slight increased risk. Under this guideline, quarantine can be shortened to 7 days if they have a negative test 5-7 days after their last Covid exposure.
    • If an exposed person develops any symptoms of illness during the quarantine period, they may choose to get tested as soon as symptoms develop. A negative currently does NOT end quarantine. A second test at 5-7 days after exposure is still required to end quarantine. A person must be free of all symptoms of illness to end quarantine.
  • What to do if player tests positive for COVID-19:
    • Parent of player (or coach if they are the affected person) to contact the Manager, Head Coach of their team or RCHC Director of Hockey in the event of a positive test.
    • Head Coach or RCHC Board of Directors to notify all players and coaches who were on the ice that someone tested positive and was an exposure to other players. The name of the person will not be revealed.
    • If a player has a positive covid test, they may return to the ice no sooner than 5 days from the first day of symptoms, if they have not had fever for 72 hours without the use of fever reducing medication, and their symptoms have improved. The player MUST WEAR A TIGHT FITTING MASK for 5 days including on the ice, if they return after 5 days.  If they do not want to wear a tight fitting mask on the ice, they should return to the ice no sooner than 10 days for the first day of symptoms
    • If a family is not willing or able to test their player for covid, that player may return to the ice no sooner than 10 days after the first day of symptoms, if they have not had fever for 72 hours without the use of fever reducing medication, and their symptoms have improved.

Rose City Hockey Club will continue to monitor changes to state and local rules and will adhere to any additional rink requirements.  Our intention is to play hockey this 2021-22 season if state, local, and rink rules allow.

If your player does not feel comfortable, at any time, participating in team activities, we will make accommodations.  In other words, your player will not be removed from a team simply because they do not feel comfortable with the current COVID climate.

Please feel free to reach out to Rose City Hockey Club President Ken Webster [email protected] with any comment or concern regarding COVID protocol.
